NASPO Releases 2025 Top 10 Priorities for State Procurement

The National Association of State Procurement Officials (NASPO) 2025 Top 10 Priorities for State Procurement identifies areas of importance for state procurement offices and staff to best serve their state agencies and taxpayers.

The Top 10 reflects the collective voice of the 54 State Chief Procurement Officers (CPOs), NASPO’s Primary Members, who ranked their focus areas for the new year based on the existing or anticipated impact on their state’s procurement policies and practices. These top priorities will help inform NASPO’s upcoming publications and research, conference sessions, and webinars to ensure that current and emerging best practices in public procurement are shared among the states, the District of Columbia, and the U.S. territories.

Based on the voting results, Modernizing the Procurement Process remains the top priority for state central procurement offices, maintaining its number one position from 2024. CPOs will continue to focus on process automation, including digitizing solicitations, bids, contracts, and record-keeping.

eProcurement has climbed to second place, up from fifth last year, as states push for increased statewide agency adoption of start-to-finish systems. The third priority remains Talent Management and Succession Planning. CPOs will focus on recruiting and retaining a skilled workforce and mentoring future public procurement leaders.

Rounding out the Top 10 for state central procurement offices in 2025 are:

  2. Central Procurement Office as a Strategic Leader
  3. Continuous Process Improvement
  4. Customer Service to Agency Stakeholders
  5. Analytics for Data-driven Decision making
  6. Artificial Intelligence in Procurement
  7. Change Management
