You have the state functions to manage those operational aspects that are required there like Medicaid. You have the county jurisdictional functions of managing schools and the support that goes along there. And then, of course, you have the municipal aspects that keep every jurisdiction hoping certainly, which have immediate needs that have to be solved often. The District of Columbia is a jurisdiction that brings all of those together.”
