Sherri Maxwell Chief Procurement Officer
Sherri Maxwell is Colorado’s Chief Procurement Officer, a role she has held since February 2020. She is responsible for oversight of the procurement (purchasing and contracts) of goods and services under the procurement code by State agencies and Institutions of Higher Education, and provides guidance on all aspects of their procurement-related activities. She oversees the price agreement team, the central contracts unit, data administration, communications and training development staff at the State Purchasing and Contracts Office (SPCO).
Sherri has 20 years of purchasing and contracting experience at the State and local government levels, K-12 education, and the private sector. Most recently, Sherri was the Procurement Official for the Colorado Department of Revenue, which is comprised of the wildly different divisions of Lottery, Tax, DMV, and Enforcement (Gaming, Racing, Tobacco, Marijuana, and Liquor). Prior to that, Sherri was a purchasing agent and the statewide commercial card program manager at the State Purchasing and Contracts Office within the Department of Personnel & Administration. Sherri came to the State from Boulder Valley School District where she was the sole buyer for a $300M bond program that benefitted over 50 schools over more than 500 square miles and 11 communities.
Sherri has held a Certified Professional Public Buyer (CPPB) designation since 2010, was the sole winner of the State’s 2014 “Excellence in Procurement” award, was nominated for the Rocky Mountain Governmental Purchasing Association’ (RMGPA) Manager of the Year Award in 2015, is Colorado’s primary member of the National Association of State Procurement Officials (NASPO), was an appointed member of the State’s Executive Procurement Advisory Council (advisory committee to the Chief Procurement Officer) from 2016-2019, was very active in the State’s procurement modernization of Code and Rules project from 2015-2018, served on the board of the Rocky Mountain Governmental Purchasing Association (RMGPA) from 2008-2017, and has been a member of the National Institute of Governmental Purchasing (NIGP) Young Professionals Council from 2011-present.
Sherri lives in Commerce City with her husband, Robert and Norman Waffles, their Great Dane. They love to go on family camping and boating trips.
