Edward Armstrong Director

Edward Armstrong is the Director of the Office of State Procurement (OSP) of the Department of Transformation and Shared Services. Edward served as the Director of OSP from February 2016 to December 2021 before taking office as legal counsel at Arkansas Tech University from January 2022 to February 2023 and then returning to OSP in February 2023.
He also represented the State of Arkansas under Arkansas Attorney General Leslie Rutledge and Arkansas Attorney General Dustin McDaniel. Before that, he was at Wright, Lindsey and Jennings LLP, an Arkansas Law firm representing a wide range of different businesses and industries.
Edward earned a Bachelor of Arts degree in comparative literature from Brigham Young University, a Bachelor of Arts degree in psychology from the University of Arkansas at Little Rock (UALR) and a Juris Doctor from the UALR William H. Bowen School of Law.
In addition to his work in state government and private law practice, Edward served as an adjunct law professor at the UALR Bowen School of Law from 2009-2013.
